What Is FSSAI License Renewal and Who Does It Apply To?

Under Section 31 of the Food Safety and Standards Act, 2006, every FSSAI license must be renewed before its expiry date.

An FSSAI license is valid for 1 to 5 years depending on the tenure chosen at initial application, and a renewal application must be submitted at least 30 days before expiry. Operating after the expiry date — even by a single day — constitutes a violation of the FSS Act.

The Food Safety and Standards Authority of India (FSSAI), functioning under the Ministry of Health and Family Welfare, is the regulatory body that governs the issuance, renewal, and modification of all food business licenses across India. All renewal and modification applications are processed through the FoSCoS portal (Food Safety Compliance System), the centralised online platform for food safety compliance in India.

FSSAI license modification is a separate but equally mandatory process. Whenever a business undergoes structural or operational changes — including a change in business address, addition of new product categories, increase in manufacturing capacity, or change in ownership, partners, or directors — a modification application must be filed to keep the license legally current. Many businesses delay this step, not realising that operating with an outdated license scope carries the same legal risk as operating with an expired one.

Expert management of both renewal and modification avoids the documentation errors and category misclassifications that routinely cause application rejection or prolonged processing delays. Once your license is renewed, ongoing compliance obligations — including FSSAI annual return filing — resume immediately and must be tracked carefully to avoid penalties.

Is FSSAI License Renewal Mandatory for Your Business?

Every Food Business Operator (FBO) holding an FSSAI license in India must renew it before expiry — without exception. Food manufacturers and large-scale processing units operating with Central Licenses must renew through the Central Licensing Authority. Food exporters and importers, regardless of turnover, also require Central Licenses and are bound by the same renewal cycle.

Basic Registration
Up to ₹1.5 Cr turnover
State License
₹1.5 Cr – ₹20 Cr
Central License
₹20 Cr+ or Import/Export

State License holders — food businesses including restaurant chains, catering businesses, packaged food brands, dairy processors, and beverage producers operating within a single state — must renew through the respective State Food Safety Authority. Basic Registration holders are also legally required to renew their registration on time.

Gujarat-based manufacturers and exporters — particularly those in Ahmedabad's food processing corridors — typically hold Central Licenses due to their production scale and export activity, making timely and accurate renewal a direct business-continuity requirement.

Modification applications are equally mandatory. If your business has added a new product line, relocated to a new facility in Surat or Vadodara, or undergone a change in ownership structure, a modification application must be filed through the FoSCoS portal before these changes are operational.

What Are the Penalties for Not Renewing Your FSSAI License?

Under Section 63 of the FSS Act (as amended by the Jan Vishwas Act, 2023), operating with an expired license attracts:

₹10 Lakh

Civil Penalty — with post-expiry fees escalating at 3× to 5× the annual license fee

Days 1–90 Post-Expiry

Late renewal applications attract a penalty of approximately 3 times the annual license fee. Applications are still accepted in this window — but costs compound daily.

🚫

Day 91–180: 5× Penalty

Post-expiry penalties escalate to 5 times the annual license fee from day 91. After 180 days, no renewal is accepted and a full fresh application is required.

These are entirely preventable outcomes. We've helped 4,500+ food businesses across Ahmedabad, Gujarat and pan-India stay fully protected — without disruption.

How We Handle Your FSSAI License Renewal and Modification — Step by Step

End-to-end. No confusion, no surprises.

01

Compliance Assessment

We begin with a structured review of your current license — category (Basic Registration, State License, or Central License), product scope, expiry date, and any operational changes that occurred since your last filing. We identify whether your renewal can proceed on existing terms or whether a simultaneous modification application is required. We explain every step before we begin, so you have full clarity on the process and timeline before a single document is collected.

02

Document Preparation and Verification

We collect, review, and verify all documents specific to your license category and the nature of the renewal or modification. For Central License renewals, this includes updated food safety management system documentation, annual turnover records, and relevant product category certifications. Every document is reviewed before submission — including cross-checking product classifications against FSSAI's current product approval framework — to prevent the most common cause of application delays and rejections.

03

Application Filing on FoSCoS

Our team files your renewal or modification application directly on the FoSCoS portal on your behalf. We handle portal navigation accurately — correctly classifying product categories, selecting the applicable license type and scope, and attaching supporting documents in the formats specified by the licensing authority. We address any preliminary queries from FSSAI at the point of submission, preventing back-and-forth that extends processing time.

04

Follow-Up, Tracking, and Regulatory Liaison

Once submitted, we monitor your application status on FoSCoS and liaise directly with the Central or State Licensing Authority to resolve any clarifications or additional document requests. In our experience working with food manufacturers and exporters across Gujarat, FSSAI authorities occasionally raise queries on manufacturing capacity data, product category additions, or updated factory layout compliance. We manage these exchanges in full, so you always know your application status without having to chase it yourself.

05

Delivery and Ongoing Compliance

COMPLETE

On approval, your renewed or modified license is delivered to you with full documentation and a briefing on your next set of compliance obligations. Many businesses we work with choose to continue with an Annual Compliance Retainer to ensure their license renewals, return filings, and regulatory change notifications are managed throughout the year — with no risk of missing a deadline.

Frequently Asked Questions About FSSAI License Renewal

8 questions our clients ask the most — answered precisely.

Clients Who Get FSSAI License Renewal Also Need

Most businesses renewing their license have at least one of these parallel obligations.

FSSAI Returns Filing

Once your license is renewed and active, annual return filing (Form D-1) and half-yearly returns become mandatory compliance obligations. Missing the March 31 annual return deadline attracts late fees that accumulate daily.

FSSAI GAP Analysis

A GAP analysis identifies regulatory compliance vulnerabilities in your facility before an FSSAI inspection does. Scheduling one alongside or after your renewal is the most efficient way to close risk windows.

Annual Compliance Retainer

After renewal, managing the next set of deadlines — returns, modifications, regulatory alerts — independently creates operational risk. Our Annual Compliance Retainer keeps your business audit-ready throughout the year.
