Operating during a suspension carries the same legal exposure as operating with no license at all. There is no extended period to correct it quietly; the suspension is system-generated and takes effect without notice.

The second obligation — modification — is now more consequential than it was under the old system. Because there is no longer a periodic renewal process forcing a review of your license details, businesses that change products, add premises, change ownership, or increase capacity without filing a modification are building a compliance gap that only surfaces during an inspection. The absence of a renewal deadline does not reduce the modification obligation; it makes it easier to overlook.
