What Is APEDA Registration and Who Must Obtain It?

APEDA Registration — formally called the Registration-Cum-Membership Certificate (RCMC) — is a mandatory government certification issued under Section 12(1) of the Agricultural and Processed Food Products Export Development Authority Act, 1985.

Any individual or food business operator exporting one or more products listed in the First or Second Schedule of the APEDA Act must obtain this certificate before commencing export operations. The governing authority is APEDA, a statutory body under the Ministry of Commerce and Industry, Government of India.

APEDA was established in December 1985 with the mandate to promote and regulate the export of scheduled agricultural and processed food products from India — covering everything from fresh fruits and vegetables to processed foods, meat, poultry, dairy, and marine products. The RCMC serves as the foundational export credential that unlocks government schemes, financial assistance programmes, and access to international market development support.

The registration process is conducted entirely online. Since July 17, 2023, in compliance with DGFT Trade Notice 35/2021-22, all APEDA RCMC applications are submitted through the DGFT portal — not directly through the APEDA website. Is APEDA Registration Mandatory for Your Food Export Business?

APEDA RCMC is legally mandatory for any business or individual exporting products listed in the APEDA scheduled products list — a comprehensive range that includes fresh fruits and vegetables, processed foods, cereal preparations, meat and poultry products, dairy products, confectionery, chocolates, cocoa products, alcoholic and non-alcoholic beverages, groundnuts, guar gum, floriculture, and more. The obligation is clear: Section 12 of the APEDA Act requires exporters to obtain registration within one month of commencing their export business.

Practically, this applies across a wide spectrum of food businesses. Spice merchants and packaged food brands exporting to the Middle East, Europe, or the United States need a valid APEDA certificate. Processed food manufacturers exporting rice, cereals, or ready-to-eat products to retail chains abroad require it. Fresh produce exporters, poultry processors, and dairy exporters cannot legally export scheduled products without an RCMC. Even agri-product trading companies acting as merchant exporters — not just direct manufacturers — must hold the certificate.

Gujarat-based exporters face particularly high exposure without this certification. As a major hub for spice exports, agri-commodity trading, and processed food manufacturing, businesses operating out of Ahmedabad, Surat, Rajkot, and Anand are active in the very product categories APEDA regulates. Businesses exporting USFDA-registered food products to the US market also need their APEDA RCMC in place as part of a complete export compliance structure.
