What Is FoSTaC Training and Who Does It Apply To?

FoSTaC — Food Safety Training and Certification — is a mandatory regulatory programme established by FSSAI under Section 16(3)(h) of the Food Safety and Standards Act, 2006.

It requires every licensed food business to appoint at least one trained and certified Food Safety Supervisor for every 25 food handlers at each operating premises. All food businesses holding a Central License or State License are covered. Food manufacturers and processors — whether in Ahmedabad's industrial areas, Surat's food processing clusters, or Vadodara's agri-export facilities — are required to have certified Food Safety Supervisors at every production facility. Restaurant chains and catering operations with FSSAI State Licenses must maintain at least one certified supervisor per 25 food handlers across their outlets. Packaged food brands with licensed production units, cloud kitchens, dairy processors, spice and tea exporters, and beverage producers all fall under this mandate. Food importers holding Central Licenses are equally required to maintain FoSTaC-certified supervisors on all their licensed premises.

The requirement is premises-specific, not company-wide. A food manufacturer with 60 food handlers across a production floor needs a minimum of three certified supervisors. A restaurant chain with five outlets each employing 15 staff needs at least one certified supervisor per outlet. This is a compliance ratio — one Food Safety Supervisor for every 25 food handlers or part thereof — that must be maintained at all times.

The requirement applies across the full spectrum of food operators — food manufacturers, restaurant chains, packaged food brands, catering businesses, cloud kitchens, importers, exporters, dairy processors, and all other food business operators (FBOs) operating under an FSSAI Central or State License.
